ambedkar 259People who rely upon majority rule forget the fact that majorities are of two sorts:

(1) communal majority and (2) political majority. A political majority is changeable in its class composition. A political majority grows. A communal majority is born. The admission to a political majority is open. The door to a communal majority is closed. The politics of a political majority are free to all to make and unmake. The politics of a communal majority are made by its own members born in it.

How can a communal majority run away with the title deeds given to a political majority to rule? To give such title deeds to a communal majority is to establish a hereditary government and make the way open to the tyranny of that majority.

“மெஜாரிட்டி அடிப்படையிலான வாதத்தை முன்வைப்பவர்கள் ஒன்றை மறந்து விடுகிறார்கள். அதில் இரண்டு பிரிவுகள் உண்டு. ஒன்று அரசியல் பெரும்பான்மை (political majority), இரண்டு - (மத) வகுப்புவாத பெரும்பான்மை (communal majority), அரசியல் பெரும்பான்மை மாற்றத்துக்கு உட்பட்டது. அரசியல் பெரும்பான்மைக்குள் அடங்கியுள்ள பிரிவினர் மாறக் கூடியவர்கள் (class composition).

ஆனால் (மத) வகுப்புவாத பெரும்பான்மை மாற்றத்துக்கு உள்ளாகவே முடியாது. அது பிறப்பின் அடிப்படையிலேயே தீர்மானிக்கப் படுகிறது. அரசியல் பெரும்பான்மை என்ற வட்டத்துக்குள் யார் வேண்டுமானாலும் வரலாம். அது திறந்தே இருக்கும். (மத) வகுப்புவாதப் பெரும்பான்மைக்கான கதவுகள் எப்போதுமே மூடப்பட்டிருக்கும்.

அரசியல் பெரும்பான்மை என்பது ஒரு ஆட்சியை உருவாக்குவதற்கும் அகற்றுவதற்கும் அனைவருக்கும் உரிமைகளை வழங்குகிறது. வகுப்புவாதப் பெரும்பான்மையோ இந்து மதத்தில் பிறந்திருப்போருக்கு மட்டுமே உரித்தானது; அவர்கள் மட்டுமே தீர்மானிக்கக் கூடியது.

அரசியல் பெரும்பான்மையை உறுதி செய்யும் ஒரு ஜனநாயக ஓட்டத்தில் மதப் பெரும்பான்மை அதற்கான அடையாளத்தோடு எப்படி பங்கெடுக்க முடியும்? மதப் பெரும்பான்மை என்ற அடையாளத்தை அங்கீகரித்து விட்டால் அது பரம்பரை ஆட்சிக்கு வழி திறந்து விடும். பிறகு மதப் பெரும்பான்மை கொடுங்கோல் ஆட்சியாகவே மாறிப் போய்விடும். ஜனநாயகத்தை சீர்குலைத்து விடும்” .
